He previously held the position of Deputy Inspector General
(DIG) and Head of the Communication Directorate at Nepal
Police. His international experience spans several prestigious
institutions, including the United Nations Mission in Kosovo,
the University of Hawai‘i at Mānoa, and ITC/UNCTAD-
Geneva. Dr. Subba earned his PhD in Communication and Information
Sciences from the University of Hawai‘i at Mānoa.
Dr. Subba is a recipient of numerous national and international honors, including the Nepal Academy of
Science and Technology Award, Janasewa Shree Medal, Nepal Education Medal, Gorkha Dakshin Bahu,
Best Technical Police Officer Award, Westcliff University Teaching Excellence Award, and the Asia-Pacific
